Name versus measurement

CSS has no Amber color keyword. CSS Orange (#FFA500) is an exact named value whose OKLCH hue is 70.67°, making it a member of this broader deterministic amber family.

Is amber the same color as orange?: Not in this catalog. Amber is the full 50°–80° OKLCH family; Orange is one standardized CSS color, #FFA500, located inside that range.
Why can brown-looking colors be classified as amber?: Family assignment uses hue and chroma, while a dark lightness can make an amber-hued color look brown. Lightness changes its appearance without moving it out of the hue interval.
